Colorado DOR Updates Firearms Dealer Forms for HB26-1126
The Colorado Department of Revenue (DOR) has released updated versions of three firearms dealer forms to implement HB26-1126:
- DR 7602 — Firearms Retailer records
- DR 7603 — Firearms transaction record
- DR 7606 — Firearms transaction record (companion)
What changed
The revised forms add firearm-type fields — Shotgun, Rifle, Frame or Receiver, Silencer, and Parts Kit — to the transaction record. Certain purchaser demographic fields collected on the prior versions (gender, race, and occupation) have been removed.
What dealers should do
Use the current DOR versions for firearms transaction records going forward. The official forms are published by the Colorado Department of Revenue (Specialized Business Group) and are linked below.
CFFLA will continue to share updates here as additional guidance is issued.
The bigger picture: HB26-1126
These form revisions are one piece of the Department of Revenue's implementation of HB26-1126, the 2026 law expanding Colorado's requirements for firearms dealers — including the recordkeeping and inspection provisions now codified at C.R.S. §§ 18-12-402 and 18-12-403.
CFFLA is challenging parts of this law in court
On June 12, 2026, CFFLA — together with the Colorado State Shooting Association and three Colorado dealers — filed suit in the U.S. District Court for the District of Colorado (No. 1:26-cv-02639), challenging the law's warrantless-inspection provisions under the Fourth Amendment and the Colorado Constitution.
Complying with the law as written and challenging it in court are not in conflict — dealers should use the current DOR forms while the case proceeds.
